Scoping study - Pharmaceuticals in the environment - WT1544

Description
This project is aimed at providing policy customers with an understanding of the current state of knowledge, and a methodology to apply, as we develop our strategy towards pharmaceuticals in the environment (PiE). The focus of this short project is on scoping socio-economic and public health aspects of PiE. A key deliverable is the examination of suitable economic valuation techniques, or other socioeconomic methodologies, to measure the trade-offs between the impacts of the use of pharmaceuticals on the water environment and the benefits of pharmaceuticals to society. The project itself is not expected to involve any new valuation work.

The technical objectives for this project are to;

- Review existing evidence that examines the socio-economic and public health issues around pharmaceuticals in the environment and identify the key aspects that should be considered within an evidence based assessment to inform policy makers. As part of the review we expect the selected contractor to identify and obtain the views of key experts in this area to obtain facts and reflections on the current debate on the use of pharmaceuticals and the environment.

Identify gaps in the literature and the significance these may have on our current understanding of the potential impacts of PiE.

Explore the different approaches which could be used to provide an economic valuation examining the costs and benefits of reducing the impact of pharmaceuticals to the water environment and propose a preferred approach to apply to England.

We expect methods to consider the benefits from a reduction of risk in the use of pharmaceuticals within the context of the benefits that pharmaceuticals deliver to society.

The contractor will have to assess whether traditional valuation methods are suitable or recommend a new approach if preferable.
Objective

Being this a relatively new subject, we suggest exploring ideas and approaches to socioeconomic valuation in other areas involving complex trade-offs, risks and uncertainty
