Review of the Marginal Abatement Cost Curves for Agriculture produced for the Committee on Climate Change - AC0216

Description
Analysis of the SAC MACC report to inform discussions on setting sector contributions to the carbon budgets. The analysis will:

1 Review the reliability of the costs for options identified in the report as having an abatement cost below £26/tonne and establish if the figures are correct on average for a significant proportion of potential abatement. If not, the level of uncertainty will be quantified.

2 Of the zero, negative and low cost options (i.e. up to and including AD and drainage):

. Review the SAC assumptions to provide revised estimates of the abatement potential under each method. The level of uncertainty (ranges) around these estimates will be made.

· Where appropriate, provide revised estimates of the abatement potential for each mitigation option below £26/tonne, providing a view of the extent to which this estimate should be refined with reference to the caveats in the SAC report.

Draft figures for the above will be provided by 16 April.

Cumulative abatement potential for these methods:

By April 20th a narrative explaining what the technnical potential abatement will be provided with ranges and an assessment of uncertainty, that can be delivered by 2022 by each mitigation option. An interim estaimte of cumulative savings likely to be estimated by the SAC model will be made, based on how the SAC model calculates cumulative savings to enable an assessment of how approximate the interim figure is obtained.

SAC will be subcontracted to use the data from the above outputs to estimate the cumulative and maximum technical potential abatement, with ranges and an assessment of uncertainty, that can be delivered by 2022. *****The date of delviery for this is to be confirmed but have been asked to provide data for April 20th. *****

Tom Misselbrook will be contacted to provide comments on how the mitigation measures could be captured in the inventory, including feasibility and timescale.
