Scoping Study Ballast Water Management Strategy for the North Sea/North West Europe - ME3113

Description
The scoping study for the development of a Regional Management Strategy for Ballast Water in the North Sea / North East Atlantic has received pledges for co-funding from the following countries: Belgium, Germany, the Netherlands and Norway as well as the Maritime and Coastgurard Agency for the UK. Each co-funding partner has pledged £5000 and will receive a formal MOU from MCA setting out how the project will be run and what they can expect to receive back from this project.

It is due to start in September 2004 and will run until April 2005.

The scoping study will:

provide technical advice to Member States of OSPAR and CONSSO on the implementation of a regional ballast water management strategy for the control of non-indigenous species invasion through ballast water exchange,

recommend the most appropriate geographic region for the application of a vessel or route based risk management approach to ballast water management,

identify appropriate management options for the development of a sustainable regional management strategy to address the risks of invasion and the spread of non-indigenous species, in line with the management regime adopted by the recent IMO Ballast Water Convention,

identify the management tools available and needed to implement a regional management plan,

address the feasibility of these management options and tools, and

review the existing concerns, threats and research and the different perspectives and concerns of countries in the North sea/ NW European region, with respect to non-indigenous species invasion through ballast water.
